The objective of this outcome is improvement of the formal secondary vocational education through strengthened cooperation and partnership between the public and private sector, aiming to become market oriented.
Through this outcome, the project aims to achieve market oriented formal secondary vocational education by including the private sector. Namely, the E4E@mk project supports the cooperation between the partners from the private and public sector as well as the civil society sector (companies, vocational education schools, teachers, mentors, local self-government units, sectoral associations, civil society organizations and similar) with the objective of setting the grounds from public-private partnerships.
It is expected that the joint planning, implementation and monitoring of the secondary vocational education by the partners from the private and public sector i.e. key educational institutions such as the Vocational Education and Training Center, the Ministry of Education and Science, chambers, associations, companies and vocational education schools, will increase the quality of the vocational education in a sustainable and systemic way.
Such partnerships will be made and piloted with the objective to enable the youth being educated through the secondary vocational education with skills that match the real market needs.
The main focus is placed on the different models of practical training in a company through which the students will get acquainted with an actual work environment and will be able to practice and improve practical skills.
The objective of this outcome is improvement of the non-formal education training offer, where the primary beneficiaries are unemployed youth as well as people from vulnerable categories.
The concept of lifelong learning is becoming more and more important. The challenge to be up to date with the market needs is undeniably of great significance when aiming to be successful on the market. The reality is that the formal system of vocational education cannot match the needs of the private sector thus creating a need for an additional system i.e. the non-formal education system. Encouraging this system is what E4E@mk aims to achieve within this outcome.
This objective is pursued by the project by identifying the current and future training providers that have the potential for innovations in the field of education as well as the capacity to invest in development of new market oriented and inclusive trainings.
The objective of this outcome is strengthening of the key institutions in order to create a more favorable framework for providing and access to market-oriented and inclusive vocational education and training.
Through this outcome, the E4E@mk project aims to support the dialog between the decision makers in the vocational education and training and to support them in building a system of vocational education and training that will be oriented towards the needs of the companies. The project encourages and facilitates the dialog between the ministries, the national and local institutions with the social partners (chambers, associations, employer organizations, companies and other).
Furthermore, the project provides and shares experiences and data which are to serve as basis for improvement of the legal framework and regulative in order to enable quality in the vocational education and training, effective delegation of responsibilities among the public and private partners as well as allocation of additional resources for the vocational education and training.
Also, the project provides and supports experience sharing between institutions from Republic of North Macedonia and peer institutions from the region and Switzerland with the objective to raise the awareness for the importance of the vocational education and training in the development of the country.
The monitoring and results measuring system is an integral part of the project Education for Employment in North Macedonia. The system supports the project team during planning, designing, managing, reviewing and evaluation of the project interventions in compliance with the market system development approach (MSD) and (DCED) results measurement standards.
As an integral instrument of the managing system, the MRM is of essential significance for preparation of yearly plans of operation, management, learning, maximizing the influences and the responsibility relevant to the donor and other pertinent entities.
Gender and social inclusion is systematically integrated in the overall project management, starting from the carried out and upcoming analyses as well as implementation, evaluation and finally reporting. The comprehensive analysis regarding the gender and social inclusion that was carried out in 2018 identified common and different needs and priorities of women, men, Roma population and people with special needs, and such needs will steer the relevant project interventions. All data gathered through the project activities are disaggregated in terms of gender, age, Roma nationality and identified special needs. The gender equality and the social inclusion are taken into account and are to be promoted during the selection of partners and service providers, whenever possible. Furthermore, the project works towards sensitization of the relevant parties, entities and partners regarding the socio-economic benefits from the gender and social inclusion. The project continues to establish cooperation with organizations working in this field i.e. organization working with women, Roma and people with disabilities that are vulnerable or exposed to risks, civil society organizations that are supporting victims of domestic violence, single mothers and other, with the objective to raise the awareness of the possibilities offered by the formal and non-formal vocational education and training, to train them and in such way to ease the path towards employment of these target groups. The before mentioned dimensions contributes towards development of a project strategy for gender and social inclusion to be drafted in 2019 together with key partners and systemic stakeholders.
